Stockholms Hamnar, a company owned by the City of Stockholm, is one of the world's largest passenger ports and one of Sweden's largest cargo ports. The company owns facilities and properties in connection with its port operations in Stockholm, Kapellskär, Nynäshamn and Stockholm Norvik. In Frihamnen alone, the area under management amounts to 127,000 square meters. Every year, around 9,000 ships arrive at the Ports of Stockholm, where 9 million tons of goods pass through. This corresponds to 25 ship calls daily and over 30,000 passengers passing through the ports every day.
New agreement under Aff
The contract for cleaning services was about to expire and the Ports of Stockholm therefore needed to hire a senior consultant with solid experience in procurement based on Aff (Agreement for Property Management). In addition, there were requirements for experience in cleaning procurements according to Aff/ABFF15 (including Contracts, Overall Service Requirements and Service Descriptions) as well as property management contracts. Sigholm, who knew Stockholms Hamnar from previous assignments, understood the customer's objectives with the contract and developed a requirement specification that matched the need.
A sustainable cleaning contract
The project concluded that a functional contract, for the cleaning contract area based on Aff, was most suitable for achieving the goal of a sustainable cleaning contract that maintains well-being and a good working environment for users, tenants and employees. As Stockholms Hamnar is a publicly owned company, the company is subject to LoU (Public Procurement Act).

Sigholm offered ongoing and committed consulting support and advice throughout the procurement phase, from the preparation of documentation to evaluation and implementation. For Stockholms Hamnar, the biggest challenges are linked to the special business - a critical business with requirements for short set-up times where customer experience and key figures are important parameters to meet.
